This issue can no longer be reproduced in recent versions such as ArcGIS Excalibur in ArcGIS Enterprise 11.5. The issue in ArcGIS Enterprise 10.8.1 will not be addressed at this point.対処法
Utilize ArcGIS Enterprise 10.9.x with ArcGIS Excalibur V2.3.
