This is a shapefile limitation because all attributes cannot be deleted. The error returns on attempting to delete the last specified field. This is documented here: https://pro.arcgis.com/en/pro-app/latest/tool-reference/appendices/geoprocessing-considerations-for-shapefile-output.htm#GUID-A10ADA3B-0988-4AB1-9EBA-AD704F77B4A2: 'The dBASE file must contain at least one field.
