This issue is reproducible in the ArcGIS API for JavaScript 3.x version. However, the ArcGIS API for JavaScript is focused in the 4.x version and does not address the issue.対処法
Use a desktop device.
Note: However, the application is unusable for the vast majority of users who want to make a report using a mobile device.
