不具合
The "Convert to FGDB" option in the Package Map tool fails to create local copies of hosted feature layers as expected. Despite enabling the option, the generated map package (.mpk) continues to reference online sources, contrary to the documented behavior.

対処法
A local copy of the service layers is created only when both options ‘Convert to file geodatabase’ and ‘Include Enterprise Geodatabase data instead of referencing the data’ are selected during map package.
