The Convert Time Field geoprocessing tool documentation for ArcGIS Pro does not state that the tool does not convert a date field type to an alternative format as a date field type.

This is not the intended use of this tool. The date formatting as seen in the attribute table can be controlled using the Number format section of the Fields View for the table. To alter the format of the data itself, use the Calculate Field or another similar tool.再現の手順
