In Portal for ArcGIS 10.4.1, the classificationBanner parameter in the config.js file is specific to pages contained within the Portal for ArcGIS Home Application (includes pages Home, Gallery, Map, Groups, My Content, My Organization and all sub-pages). The classificationBanner parameter is not currently pushed to apps included with Portal for ArcGIS, i.e. the Scene Viewer, Presentation Viewer, and Actvitiy Dashboard. This is also the case in Portal for ArcGIS 10.5 and 10.5.1 (set to be released in June 2017). We apologize for the inconvenience.
