不具合
The check box for layers in the layer list widget does not work for map service feature layers with a unique layer ID in ArcGIS Web AppBuilder associated with Portal for ArcGIS.

This issue has been fixed in the Portal for ArcGIS 10.4 built in Web App Builder. If you cannot upgrade to Portal for ArcGIS 10.4, try using the Web App Builder for ArcGIS (Developer Edition) found here. https://developers.arcgis.com/web-appbuilder/ This can be configured with your Portal for ArcGIS 10.3.1.再現の手順
