Now fixed in 10.2.1. User will be warned every time they access a function in the ArcGIS Administrator that primary license manager is unavailable.

対処法

Remove the first License Manager from within ArcGIS Adminstrator and borrowing is available and availability of licenses show up. (Failover becomes main license server.)If there are no administrative rights on the machine to switch License Manager, read the technical article 'Why doesn't the ArcGIS Desktop Administrator allow switching of software types or the license manager?'
