The team apologizes for being unable to address this issue within the current product support cycle. If the issue continues to affect any work with map services published from ArcGIS Pro to a supported release of ArcGIS Enterprise, please contact Esri Support Services.対処法
Removing the Y offset value fixes the problem, or upgrade to ArcGIS Server 10.6.1.
