不具合
The ArcGIS Notebook Server logs SEVERE log messages "Unable to establish proper communication with Docker. This may be a result of Docker not being started or the OS user not having proper permissions to communicate with Docker" every minute for orphaned containers while there is no docker communication issue.

Terminate containers by navigating to Home > System > Containers <ContainerIDhere>. Click Terminate Container.
