This is an expected behavior if the data is shared with the user via a shared update group. As mentioned in the documentation, 'members of shared update groups also have elevated privileges, such as the ability to edit the contents of hosted feature layers'. This allows the members of a shared update group to edit features in a feature layer regardless of the ownership-based access control settings, similar to the data owner and admins.
