The ArcGIS Enterprise Administrator API pod is unable to start when the primary relational data store service is inaccessible during startup.

対処法
Once all the other pods are stable, delete the existing Administrator API pod and allows it to regenerate automatically:
kubectl delete pods -l arcgis/app=rest-administrator-api -n <namespace>
