ArcMap annotation is read-only and cannot be edited in ArcGIS Pro. ArcGIS Maps SDKs for Native Apps require ArcMap annotations to be upgraded before publishing map documents from ArcGIS Pro. ArcGIS Maps SDKs for Native Apps only support modern CIM-based annotation.
