This is expected behavior. Permissions are granted on tables in the underlying database management system (DBMS). A feature dataset is not a physical object in the underlying DBMS, and until there is a feature class in the feature dataset, there is nothing to grant privileges on. Only the user who created the feature dataset is able to see it until it contains at least one feature class.再現の手順
