In this situation the user is attempting to symbolize the feature with an "inset outline." You can achieve this result by using the geoprocessing tools to create a feature class that you would use for cartographic purposes.1. Use the Buffer tool to create a buffer the polygons. Give this buffer a negative value for the linear unit.2. Then use the Erase tool and use the original polygon as the input features and the buffer output as the erase features.3. Symbolize the resulting data any way you like.The user was achieved this result by creating the inverse of the polygon that he wanted to symbolize.Then set his masking properties under the advanced drawing option to cover up the spots where the outline was sticking out.
