Write an attribute rule to replace the editing template with all features and associations, as associations created from attribute rules bypass those checks. The rule also works cross-platform, whereas the template only works in ArcGIS Pro. Refer to the example in https://github.com/Esri/arcade-expressions/blob/master/attribute_rule_calculation/CreateAssociation.md for more information.
