'Show feature attachments as links' popup configuration property in ArcGIS.com dictates the showAttachments property for the map when consumed outside of ArcGIS.com (for example: Explorer Online, iPhone/iPad applications, etc.). If this option is meant to disable the ability to edit attachments, the text may be better understood as 'Show/Edit feature attachments.'
