不具合
Several ArcGIS Server 10.6.1 patches do not have the QFE_ID in the .msp file, making it difficult for automation tool to verify if it has been installed in the registry.

At 10.6.1 design of the Patch Notification tool changed mid-way through the release. Some patches will be different than the others and we cannot fix this. The problem is resolved at 10.7 whereby any 10.6.1 patches should be present in 10.7 and no longer needed as separate installs.再現の手順
