対処法

This is a known limit because the Bing Maps datasource does not support generating a server side scalebar which is what the Print Task uses. (If you used the standard Scalebar controls and set RenderOnClient = False, using Bing as the PrimaryMapResource would not draw.)The customers ultimate goal is to display Bing in the print layout and have a scalebar. A work around is to create an ArcGIS Server Internet resource that uses the Bing coordinate system. Define the map service to be cached in the bing map scale, but do not generate the tiles. Add the ArcGIS Server Internet resource to the mapresourcemanager but set the DisplaySettings such that the resource is not visible in the Map and does not display in the TOC. On the Map, set the PrimaryMapResource to be the ArcGIS Server resource. With this configuration, the Print layout will render with a scalebar but not additional resources are displayed in the Map, TOC, or Print layout.
