Testing this with ArcGIS API for Python 2.4.0, the issue is not reproducible. Ensure the following guidelines are followed for successful overwriting. 1. Only hosted feature layer collection services can be overwritten. 2. The original data used to publish this layer must be available on the portal. 3.
