Running a model as a geoprocessing tool in ArcGIS Pro 2.3.1 does not references the active map when there is more than one map added to the Layout view.

This issue is fixed in the next ArcGIS Pro release.

  • Set the input as a parameter
  • Run the model from the Model ribbon with the model Editor open (cannot take Parameter Inputs this way).
