Manually define the portalURL value in <ArcGIS Server Directories>\arcgissystem\arcgisinput\GenerateReport.GPServer\extracted\v101\scripts\portalUtils (line 354) to the Portal FQDN with the port number (i.e. 'https://<Portal FQDN>:7443/arcgis').
