対処法

Applications employing the ArcGIS GeoEvent Server 10.6 admin proxy must define the content type without the character encoding 'charset=UTF-8'. This is in alignment with the BUG-000093981, "Document the requirement to have content-type "application/x-www-form-urlencoded" when making a POST request to REST API."
