ArcGIS Pro is working as designed. Versions prior to 2.x did not limit drawing at all, and this often resulted in crashing or bad framerates when a large volume of features were drawn. The messages shown by Pro 2.x are meant to assist users in reducing the number of draw requests made so that they can maintain good performance and not exhaust the resources of the machine. In our testing, reducing the distance visibility does allow the layer to draw without the messages. The user could also create a Scene Layer Package from the original data to get dynamic generalization of the geometries - this would allow the full layer to draw without warnings.再現の手順
