対処法
Create the address locator using the 'Create Address Locator' tool rather than the 'Create Locator' tool in ArcGIS Pro.
Delete the locator and rebuild a new locator.
This issue has been addressed with ArcGIS Pro 2.5. However, this does not work via Python.
