- Use arcpy.mapping.ConvertToMSD to generate a Map Server Definition (MSD) before using the Create Service operation.
- Generate an SD file, use the ArcGIS Server Admin endpoint to upload the SD file to the server, and use the publishing tools at REST to publish.
