We are unable to reproduce the bug with the steps provided. In all test cases, we are seeing the layer publish with the spatial reference of the pro map, which is the expected behavior. This is consistent across multiple versions of Pro. If the problem persists, please log a bug with more details for ArcGIS Pro to investigate.再現の手順
