不具合
Portal for ArcGIS 10.5 always uses the GetCapabilities request version 1.3.0 when adding a Web Map Service (WMS) as an item in Portal for ArcGIS even with a different version number appended to the URL.

This issue is not reproducible in the currently supported versions of the software. If the issue persists, contact Esri Support Services.対処法
Add the item in the Map Viewer in Portal for ArcGIS instead of adding it through the My Content page.
