Portal for ArcGIS 10.4.1 installed with the Portal for ArcGIS Home Application Upload Patch (or Portal for ArcGIS 10.5) loops the 'Password Changed' dialog box when changing a member password when the language is set to Portuguese (Brazil)-Português (Brasil).
