不具合
Photo attachments from Collector for ArcGIS (iOS) are not synchronized because advanced editing is enabled for the layer (editor tracking and editors can only edit their own features), the role of the user making the edit is a Publisher, and is not the owner of the data.

Collector Classic for ArcGIS (Android, iOS) has been retired and is no longer being updated. Esri recommends the ArcGIS Field Maps app as an alternative to Collector Classic as it combines the functionality of Classic Collector, Explorer, and Tracker. Note this issue does not apply to ArcGIS Collector.対処法
Disable the editor tracking.
