Photo attachments are not synchronized from Collector for ArcGIS (iOS) if Editor Tracking is enabled on the ArcGIS Online hosted feature layer, has restricted access enabled, and the user attempting to perform sync is not an Administrator in the organization.

Use one of the following workarounds:- Use Collector for ArcGIS on Android or Windows.
- Download the map with the Administrator role.
- Do not enable restricted Editor Tracking on the hosted feature layer.
