対処法
For maps that have and raster pictures on the layout and no raster layers in the dataframe, there is a reliable workaround. The problem only occurs when a raster draws into the PDF in between two sections of text. Thus, by altering the layout's draw order, you can force the raster to draw last, bypassing Reader's PDF interpretation problem. Example, for a map that has an inserted TIFF picture of a logo on the layout, the text in the dataframe draws into the PDF, followed by the the logo raster image, followed lastly by additional layout text. To force a picture element (like the log) to draw last, simply right click on the element and use the "Order >> Bring to front" command. Repeat this for all inserted pictures on the layout, resave the map, and export again.
