Overwritten hosted feature layers in ArcGIS Online does not display existing layers on the item details page or map, but the layers are present in the feature service URL.

This issue will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.対処法
Add the feature service URL as an item to the Content page, or publish all the needed layers at once. Essentially, republish everything if planning an overwrite.
