The issue is non-reproducible. After following the steps in the bug report, the Map Tour Builder reports the story as shared publicly. However, the story is not shared publicly, therefore the custom role permissions are honored by the Map Tour Builder. This can be verified by looking at the item on the ArcGIS Content page. The sharing of the story is correctly reported in the left sidebar after reloading the Map Tour Builder.
