This is a known limitation. On a mid-term basis, work is ongoing to enhance this experience and will be providing direct support to add GeoJSON and CSV layers to a web scene by URL. Especially for WFS sources providing support for GeoJSON as an output format, it is possible to specify the URL including parameters and directly load the WFS source as a GeoJSON layer.対処法
Add the OGC WFS or WMS layer to your content in ArcGIS Online, then add the layer to a Scene from your content.再現の手順
