The ArcGIS Hub team has created a reliable download experience that will use the feature services to create replica function to generate downloadable files. Using Esri's platform capabilities for downloading is intended to create an experience downloads are the same way across multiple client applications including ArcGIS Hub. Issue is not addressed.
