対処法

As an alternative, I tried to upload the OS NGD API feature service in ArcGIS Pro.
Firstly, navigate to Insert, Connections, Server and New OGC API Server.

In the URL field, enter the URL for the OS NGD API feature service, identical to the process described above in ArcGIS Online.
Click 'Custom request parameters' and entered for the parameter 'key' and for the value the 'API key'.

Navigate to the Catalog pane, then click Servers, OS NGD API, Features, Building v2 and 'Add to current map'.
Upon selection, the Add OGC API Layer(s) tab is prompted, and set the API to return 1000 features.
Check the Use Spatial Extent option and click 'Current visible extent'. Prior to clicking OK, zoom to the area of interest.

The attribute table of the feature layer was opened to verify whether the reported missing attributes appeared in ArcGIS Pro. As shown in the image below, all attributes are present (For example, buildingage_year.).

As a result, the layer was published to ArcGIS Online, and the Data tab of the feature layer was opened. The indicated attributes were also visible in ArcGIS Online.
