At this time the ArcGIS Hub team will not resolve this issue because it is a known limitation of the export service. Currently, ArcGIS Hub supports anonymous download for content that is shared to public using ArcGIS Hub's download infrastructure. However, for private content (shared to an organization or self + groups) on ArcGIS Hub and ArcGIS Online, the item's service is required to extract enabled. ArcGIS Hub and ArcGIS Online do not support private downloads without the extract capability. When a private item is downloaded, the exported item is created in the user's account.再現の手順
