SupportsAnnotations can be used to check whether Annotation data is available from the service. 'SyncAnnotations' property on 'GenerateGeodatabaseParameters' gets or sets when annotation data is to be included from the service when generating or downloading to an offline geodatabase. In offline workflows, the changed features are synced back to the service, but annotation changes are not. This is as designed to allow the service to use Enterprise to do more accurate updates of the annotation based on the changed features. The support was added in 100.14 release of ArcGIS Runtime SDK for .NET. Download the latest version of SDK and try again.
