This issue is retested in ArcGIS Pro 3.2 through ArcGIS Pro 3.5. The minimum height extrusion behaves as designed, in that the minimum Z of all the vertices in the feature is used as the base for the 50-unit extrusion. This by definition results in some of the line being underground in the Grand Canyon. As to what is shown as the correct behavior in the attached video, that is actually base height extrusion; each VERTEX is used as the base for the 50m extrusion. The minimum extrusion is to add extrusion to each feature's minimum height. A z-value is calculated by adding the extrusion height to the minimum z-value of each feature. They are extruded to a flat top at that value.
The base height is to add extrusion to each vertex of each feature's base height. A z-value is calculated for each vertex of the feature's base, and each feature is extruded to those z-values.
