Turn Maplex Label Engine off. This results in a loss of formatting capabilities.
Workflow:
- Use Standard Label Engine
- Publish Web Layer
- Copy all data
- Map Image
- Open map viewer in Portal
- Add > add layer from web > insert service url
- Behavior is expected (labels render)
