Shift-JIS encoded shapefiles are not supported with ArcGIS Runtime on non-Windows platforms. The recommended alternative solution is to open the shapefile with ArcMap or ArcGIS Pro and export the features as a new shapefile. By default this saves the shapefile with UTF-8 encoding.再現の手順
