It is not possible to create a web app from the item details page of a web map in Portal for ArcGIS using Internet Explorer.

対処法
The issue is not reproducible in Google Chrome or Firefox, therefore these browsers can be used successfully for this workflow.If using Internet Explorer is required, apps can be successfully created using two other methods:1) From My Content, click Create > App > Choose to use a template or Web AppBuilder > Ok > Select the preferred web map from the app itself.2) Open the web map in the map viewer and click Share > Create a web app.再現の手順
