不具合
ISymbolRotation.RotateWithTransform does not apply to annotations created in the latest ArcGIS Desktop (10.6.1, 10.6, 10.5.1), while it does apply to annotations created in earlier versions (10.1, 10.2.2).

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed.
