対処法
When copying and pasting the service request from the Fiddler logs, and adding this to the end of the server URL, the connection is made and layers is added as expected in ArcGIS Pro. (https://geoservices.bayern.de/wms/v1/ogc_dop20.cgi?SERVICE=WMS&VERSION=1.1.1&REQUEST=GetCapabilities)再現の手順
