This seems to be an issue on Portal for ArcGIS 10.5.1. Upgrading to Portal 10.6 resolves this issue.対処法
Change the layer name in ArcGIS Maps for Office from "$A$1:$B$3" (example) to anything else, prior to sharing it as a web layer.再現の手順
