If the issue persists, contact Esri Support Service.対処法
Change the coordinate system of the data frame from WGS_84_Web_Mercator to GCS_84 or other projected coordinate systems.
A scale bar does not reflect accurate distances except at the equator if the data frame is set to either a geographic coordinate system or to any version of the Mercator projection.
