In virtualized environments of Windows, the ArcGIS License Server Administrator sends multiple requests per minute to a specific dummy IP address. Upgrading software to ArcGIS 10.5.1 (which includes Flexnet Publisher 11.14.1.0), considerably reduces the number of request to the specific dummy IP address.
