The CreateWebLayerSDDraft function is deprecated. Update the scripts to use the getWebLayerSharingDraft method. getWebLayerSharingDraft can also be used to create an offline Service Definition Draft (.sddraft) file, which does not need any connection to the portal. Due to this reason, there is no error if not signed in to ArcGIS Online or ArcGIS Enterprise.
