There are two potential workarounds for this issue depending on the needs. If an individual search is needed, or a limited set of site IDs from a long list, such as is presented in the example, then using the layer search option in the web map settings may provide similar functionality and is not limited by the maxRecordCount parameter. Alternatively, as long as the total number of records is lower than the upper limit of the maxRecordCount parameter, this parameter can be updated in the REST endpoint by updating the feature layer first, then the feature layer collection maxRecordCount parameter.
